A seasoned Senior Executive with over 25 years’ experience leading various complexes
mega projects including mega infrastructure and advanced technology and has a diverse
background in many industries (Real estate development, Hospitality, Retail, FMCG,
Information Technology and Telecommunications) with extensive experience in
Strategic Management, Risk Management, Startups, Financial Management, Portfolio
Management, Operations Management as well as Human Capital Management.
Moataz has a Doctorate degree of Business Administration (Major Strategic
Management), Masters of Business Administration, Diploma in IT Management and
Diploma in Marketing and Management including Bachelor’s Degree in Engineering.
Moataz joined Emaar in 2007 where he serves as the chief information officer (CIO).
At Emaar, he is responsible for leading the technology strategy, innovations for mega
mixed use communities (over 30000 tenants including residential, retail, business, health
care, and hospitality) and managing overall corporate IT operations and data services.
His initiatives include initiate the first fiber to the home network in Egypt, first triple play
operator in Egypt, first developer utilities operator in Egypt as well as improving service
delivery through embracing effective and efficient use of technology; creating business
models for delivering new services such and leading strategic initiatives to transform the
technology department to be flexible, adaptable and responsive to customer needs.
Previously, Moataz served as a country manager at LUUP International. At LUUP, he
Ensures office's operations align with the organization's mission, strategic objectives and
policies. Specific duties include managing staff, overseeing projects and sales, ensuring
the organization follow local laws and regulations, liaising with management at the main
office and providing reports on activities, ensuring proper financial controls are in place
and representing the organization at meetings.
Prior to LUUP, Moataz served as Advisor, Information Technology & Communications
at Serono Pharma International Middle East & Africa Representing Office. He led the
effort to define and build an IT infrastructure, networking, needs for management of
information and functional operations, to determine scope and priorities of projects, and
to discuss system capacity and equipment acquisitions. Initiating IT department to

technical staff of 20 to provide quality desktop support, reliable remote access, regular
data backup, and robust networked resources. Negotiated contracts, directed long-range
planning, prepared and monitored budgets, and conducted ROI studies.
